Description
Reassignment of students to schools within the county have been approved by the administration or recommended by the Student Reassignment Appeal Board, in accordance with policies of the School Board.  They are presented for formal ratification.

9. APPROVAL OF THE MASTER IN-SERVICE PLAN

Description

The Master In-service Plan is the list and description of all staff development training approved by the district.  The Master In-Service Plan has added these components over the previous year:

10. APPROVAL OF THE RESOLUTION FOR THE SCHOOL BOARD OF SARASOTA COUNTY TO BE THE SOLE AUTHORIZER FOR CHARTER SCHOOLS FOR SARASOTA COUNTY

Description

The School District is required to submit this resolution, with all required documentation, to Florida DOE by October 16, 2006, if it is the intent of the district to be the sole charter school authorizer for the school district.  The resolution itself has been prepared by the Board's legal counsel.  Staff is in the process of collecting the documentation to be submitted with the resolution.

GRANTS

11. APPROVAL OF THE CREATING TOMORROWS LEADERS TODAY GRANT APPLICATION TO ING. UNSUNG HEROES AWARD PROGRAM FOR HERON CREEK MIDDLE SCHOOL

Description
COMPETITIVE: Grant funds will provide small group remedial instruction in math, reading, and writing for Level I and Level II students.

Recommendation
That the School Board of Sarasota County approves the Creating Tomorrow's Leaders Today grant application.
12. APPROVAL OF THE TITLE II ENHANCING EDUCATION THROUGH TECHNOLOGY GRANT APPLICATION TO THE FLORIDA DEPARTMENT OF EDUCATION FOR SHARED PROFESSIONAL SERVICES

Description
ENTITLEMENT: Grant funds will establish training and project management resources designed to assist instructional staff in the successful integration of technology into the learning environment.

Recommendation
That the School Board of Sarasota County approves the Title II, Enhancing Education Through Technology grant application.
13. APPROVAL OF THE BOYS AND GIRLS CLUBS MENTORING SERVICES GRANT APPLICATION TO THE FLORIDA DEPARTMENT OF EDUCATION FOR THE SARASOTA COUNTY SCHOOL DISTRICT

Description
COMPETITIVE: Grant funds will provide homework help and tutoring in a stable, conducive-to-learning environment to at-risk youth through the Boys and Girls Clubs of Sarasota County.

Recommendation
That the School Board of Sarasota County approves the Boys and Girls Clubs Mentoring Services grant application.
MATERIALS MANAGEMENT

14. APPROVAL OF ADDENDUM TO THE EXCLUSIVE BEVERAGE CONTRACT

Description

An exclusive beverage contract with Coca-Cola Bottling Company of Sarasota was awarded on April 3, 2001.  The five-year renewal of the contract is being amended to reflect guidelines promulgated by the Alliance for a Healthier Generation Initiative.



Recommendation
That the addendum to the Sponsorship Agreement for the Exclusive Beverage Contract, RFP #1089, be approved as presented.

15. APPROVAL OF CLASSIFICATION OF INOPERATIVE EQUIPMENT AND FURNITURE AS PROPERTY TO BE DELETED

Description

The custodians of the property (cost center heads) have certified it to be traded in on new equipment, unaccounted for, not repairable or otherwise inoperable.  Property still on hand after reallocation will be salvaged for any useful parts and then sold at the next auction.

 



Recommendation

That the classification of inoperative equipment and furniture, as property to be deleted, be approved.

16. APPROVAL TO AWARD BID #7013 FOR FIRE ALARM INSPECTION AND MAINTENANCE SERVICE

Description
Bids to provide 'Fire Alarm Inspection and Maintenance Service' were received from two vendors on September 12, 2006.  The bid of Siemens Building Technologies, Inc. is the best low bid meeting the advertised specifications.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the capital budget allocated to the Telecom Department.

Recommendation
That the bid of Siemens Building Technologies, Inc. to provide 'Fire Alarm Inspection and Maintenance Service' in an amount not to exceed $930,000.00, be approved for award and purchase.

CONSTRUCTION

18. ACCEPTANCE OF SUBSTANTIAL COMPLETION FOR WILKINSON ELEMENTARY: PHASE 2 - SITE WORK AND PHASE 2 - BUILDINGS #1, #2 & #4

Description
The architect has prepared the Certificate of Substantial Completion and the final punch list.  The project is substantially complete in accordance with the contract documents.  A copy of the final punch list is available for review at the Construction Services Department.

Recommendation
That the work performed by P.J. Hayes, Inc., dba Tandem Construction, for the Wilkinson Elementary School - Phase 2: Site Work and Phase 2: Buildings #1, #2 & #4 project be accepted as substantially complete as of 7/18/2006.

19. APPROVAL OF THE DELETION FOR DEMOLITION OF CLASSROOM PORTABLE #99-440 AT EMMA E. BOOKER ELEMENTARY SCHOOL

Description
The specified portable recommended for deletion has been inspected by Facilities Services and Construction Services staff and is deemed to no longer be economical to maintain or renovate.  Funds for demolition are available in the capital projects account.

Recommendation

That the deletion of classroom portable #99-440 at Emma E. Booker Elementary School from the F.I.S.H. inventory for demolition be approved as presented.

20. APPROVAL OF RANKING OF ARCHITECTS/ENGINEERS FOR THE GOCIO ELEMENTARY SCHOOL - HVAC RENOVATION PROJECT

Description

The scope shall include design and construction administration to renovate the HVAC systems in Buildings #1 and #2 including new chiller, thermal energy storage system addition, above ground piping, air side systems, and lighting and electrical distribution at the referenced campus.  Also included is carpet replacement, floor sealing, demountable partition replacement, and upgrade of toilet rooms to comply with current ADA requirements.  On 9/26/2006, the Professional Services Selection Committee (PSSC) met to select an architect/engineer for this project.  The PSSC has ranked them in accordance with Board policy.  The project budget is approximately $3,000,000.00.  Funds for this project are available in the capital budget account.



Recommendation
That the ranking of architects/engineers for the Gocio Elementary School - HVAC Renovation project be approved as presented and the Director of Construction Services be authorized to attempt negotiations with the first-ranked firm.

21. APPROVAL OF ANNUAL CERTIFICATION OF PROFESSIONALS FOR CONSTRUCTION RELATED SERVICES

Description

The recommended professionals have submitted request for annual certification by the School Board to provide construction related services for Sarasota County School Board projects.  These submissions are in accordance with School Board Policy #7.71.

FINANCE

23. APPROVAL OF SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE MONTHS ENDED JULY 31, 2006 AND AUGUST 31, 2006

Description
The Superintendent's Financial Statements for the months ended July 31, 2006 and August 31, 2006, do not reflect any unusual trends at the early period in the 2006-07 fiscal year.  In 2005-06, the retroactive pay for all employees was paid on September 30, therefore the 2006-07 trend for September will reflect a lower percentage increase in salaries than would be expected when the comparison is made.  In October, the General Fund will reflect a negative trend because the property taxes will not come in until November and the district will have to borrow from other available funds (Capital Projects and/or Self-Insurance), in order to meet the obligations.  Again, this is normal; however, the deficit will increase because of the budgeted decrease in fund balance for the General Fund.  The Food Service Fund also has a lower Fund Balance to start the fiscal year and will have to have monies transferred from other sources on a temporary basis.  The Food Service Fund is reliant upon reimbursement from the Federal Government and the Fund Balance is an important factor at the beginning of the fiscal year.

Recommendation
That the School Board of Sarasota County approve the Superintendent's Financial Statements for the months ended July 31, 2006 and August 31, 2006, as presented.

24. APPROVAL OF THE NEW JOB DESCRIPTION FOR ASSISTANT DIRECTOR OF FACILITIES MAINTENANCE

New Business
26. APPROVAL OF CALENDAR YEAR 2007 RENEWAL OF THE HEALTH INSURANCE CONTRACT WITH BLUE CROSS/BLUE SHIELD OF FLORIDA

Description
The Calendar Year 2007 rates for the four Blue Cross/Blue Shield of Florida health insurance plans will increase by 9.8% for the second year of the contract.  The rate increase is based upon the current experience of the school district and the projection for next year is based upon that experience.  AON Consulting and the district's Supervisor of Risk Management reviewed the increase that Blue Cross/Blue Shield initially requested and negotiated the increase to the 9.8% rate.  The increase to the school district is estimated at $2,728,743 in calendar year 2007.

Recommendation
Item #26-That the School Board of Sarasota County approves the renewal of the four health insurance plans with Blue Cross/Blue Shield at an increase of 9.8% for Calendar Year 2007 as presented.

27. REDISTRICTING PLANNING FOR MIDDLE SCHOOL "EE" IN NORTH PORT

Description
The School Board of Sarasota County is planning the construction of a new middle school due to growth in the North Port area, therefore, it will be necessary to change the middle school attendance boundary lines to redistribute the student enrollment and assure the most appropriate housing of students.

Recommendation
Item #27-That the School Board approve the initiation of the redistricting process and establishment of a boundary advisory committee to review new and revised attendance boundary lines in North Port for Middle School "EE" opening in August, 2008.
